• By circumstance, overseas vietnamese exists in disparate communities all over the world, each experiencing and shaping its own unique culture

• Without a common thread of cultural experience, the collective identity pertaining to the vietnamese ethnicity will risk being degenerated and corroded.

• Such a process can only lead to adverse effects on the spiritual well-being of future generations and potential of cultural advancement of the collective whole

With the conviction that

• The process of preserving, sharing, propagating and promoting cultural experience will contribute to the convergence of wills and heighten cultural awareness, a non-sufficient but nevertheless necessary requirement for cultural survival, enrichment and enhancement.

• The highlighting of achievement, be it technical, literary, or artistic, will serve to partially fill the void of role models, deserving not only of recognition but also of emulation and aspirations.

• The widespread distribution and subsequent availability of useful freeware will serve the basic toolset for learning and self-expression as mean of promoting and encouraging the success as well as cultural rediscovery in the young
